CCBs Mobilization program (2006):
District Muzaffargarh is considered as hub of political activities, but due to unawareness and low literacy rate community was unaware of the importance of the devolution plan. During the last term of District Government, numbers of CCBs were registered, but most of those remained inactive, and people lost interest in CCBs. Due to lack of knowledge about utilization of CCB funds, certain CCBs and public officials misused the funds and they were trialed by NAB.

After the intervention of NAB, people got frightened of the CCB functioning and CCBs became symbol of terrifying the social activists in the area. A large number of CCBs were disowned and others were found practically inactive. The objective of forming the CCB and working through CCBs had become impossible.

There was a need to train the officials at UC level to utilize the CCB funds, and to motivate public in general for active participation in CCB formation, and implementing CCBs to work for the service of public in general in the area of infrastructure development.

DTCE had some vision about the core issues related to the CCB functioning. To achieve the objective of mobilizing public at gross root level, DTCE planned to start a campaign for CCB mobilization, SYCOP joined hands with DTCE for this noble cause, and started working on the agenda, by selecting a team of potential trainers to work at UC level, then ToT equipped the trainers with necessary tools for importing knowledge about the Community strengthening through CCBs and DTCE goals. SYCOP was assigned to work in Muzaffargarh and Alipur Tehsils.
